MOC is a way of indicating that a dispenser is in its orgiginal packaging consisting of a plastic bubble on a cardboard card.
About MOC

MOC is an acronym for Mint On Card. It is a way of not only indicating the type of packaging in which the dispenser can be found (on a card), but also the condition of the dispenser (mint).
The acronym MOMC can sometimes be seen, meaning Mint On Mint Card.
Variations
Different countries or geographic zones have different card packaging designs.
